In New York State, the New York State English as a Second Language Achievement Test (or NYSESLAT) is used to measure ELL students' growth in English proficiency. This summative assessment measures students' growth in speaking, listening, reading, and writing. Although this test provides helpful information about students growth from year to year, it is unable to provide school leaders and teachers with ongoing information about students' incremental gains throughout a school year.

Formative assessments can assist educators in monitoring student growth more frequently throughout the year. Formative assessments can be administered every couple of weeks or months, and round-out an educator's understanding of each students' learning and progress. The following list is an example of some of the formative assessments available for schools and teachers with ELL students. The ELL Consortium strives to provide teachers and educators with access to available resources, but does not sponsor or endorse any specific products or vendors.


Developmental Reading Assessment (DRA)

For grades K-8, this ongoing assessment tool measures students' growth in reading fluency, accuracy, and comprehension. The tool allows educators to monitor students' reading habits, and independent and instructional reading levels. Student information can also be managed online.

An ongoing assessment kit that allows educators to monitor ELL students’ progress with listening, speaking, reading, and writing. The assessment is aligned with the Fountas and Pinnell book leveling system. They offer two assessment kits: a Primary Kit that has reading levels A-L, and an Elementary Kit that has reading levels A-T. The assessment kits also include a Data Management Tool that allows tracking of students, classes, and whole schools’ progress. There is also a “Next Steps” booklet that provides differentiated instructional ideas based on students’ current levels.
